Meeting called to order by Chairman McAlister at 7:10.

Public Hearing Called to Order at 7:10 p.m.

 
Application for a Special Use Permit for Raymond Skibiski to operate a automotive repair business from his residence at 590 Colebrook River Road, was continued.

A letter was read by the Applicant, Mr. Raymond Skibiski requesting a withdraw of his application due to neighbor’s objections.

Motion was made, seconded and passed by unanimous vote to close the Public Hearing.


Second Public Hearing Called to Order at 7:14:


Application by David Pickhardt of 211 Moreau Road, Map 101, Lot 5, to grant a variance for the enlargement of a pre-existing non-conforming shed, after the fact.  

Comments from abutters:
Letter was read from Eleanor Ravenscroft, dated 11/3/04 stating her approval of the requested variance.

George Niquette spoke in favor of the request.

Bill foster of Lands End wanted to know the details of the project.


Motion was made, seconded and passed by unanimous vote to close the Public Hearing.

Regular Meeting of the Planning Board Called to Order at 7:21:

Old Business:

1.Motion to withdraw the application of Raymond Skibiski was made, seconded and passed by unanimous vote.

2. Motion to approve Mr Pickhardt’s enlargement of his pre-existing, non-conforming shed, after the fact, was made, seconded and passed by unanimous vote.

New Business:

3. Responsibility for Meauring Setbacks: A discussion ensued regarding whose responsibility it is to measure setbacks after a project is staked.  It was determined that this is the responsibility of the Building Inspector.


a. Steve will write a letter to the Board of Selectmen, requesting that the Building Inspector, or an Assistant Building Inspector be required to verify all setbacks, prior to issuing a Building Permit

b. We will also ask the Zoning Bylaw Review Committee to include in the new bylaw draft, a requirement that set- backs be field checked, prior to the issuance of a Building Permit.

4. The new Special Permit Fee of $175, approved by the Planning Board at their April meeting, will be published in the Tattler.


5. Applicant:   Chip Fisher.  185 Lands End  Map 101, lot 30

Description:    Special Permit for enlargement of a existingexing, non-conforming house.
  Action Taken:  A Special Hearing will be scheduled for December 20, 2004.     
            

6. Advertising Policy: Because of criticism of our advertising policy by citizens of Tolland, we will advertise all Special Hearing in the Tattler, as well in our regular newspaper, whenever the availability o the Tattler will meet our legal time requirements.

7.Grant Applied For: Tolland has applied for and received a Grant for Comprehensive Review of our Bylaw.  The Grant is for close to $7000 and requires matching funds.  The Highland Communities Initiative (HCI) has agreed to supply the matching funds.  The Pioneer Valley Planning Commission would conduct the Review.
